European Biogas Association’s report “Support Schemes for Biogas and Biomethane” provides a comprehensive assessment of how public interventions shape the development of renewable gas markets across Europe. It examines the legal foundations of state aid, the wide range of support mechanisms available on both the supply and demand sides, and their evolution over time. Furthermore, the report offers detailed cross‑country comparisons and in‑depth national analyses, highlighting best practices as well as persistent gaps and challenges.

The report is particularly timely given the EU’s ambition to significantly scale up biomethane production, targeting tens of billions of cubic metres annually by 2030, while reducing reliance on imported fossil fuels and accelerating decarbonisation efforts. Achieving these objectives requires not only technological readiness and resource availability, but also stable, coherent, and well‑designed policy frameworks that can unlock investment and ensure long‑term market confidence.

By analysing existing support schemes and identifying areas for improvement, this report aims to inform policymakers, industry stakeholders, and investors on how to better align regulatory tools with Europe’s climate and energy goals. Ultimately, it underscores that effective and harmonised support mechanisms will be essential to fully realise the potential of biogas and biomethane as key pillars of the European energy transition.
