Regulatory barriers to biogas development in Europe
07.10.2026The European Biogas Association (EBA) has published a new leaflet examining the key regulatory and administrative barriers affecting the biogas and biomethane sector and presenting targeted policy recommendations to address them.
The publication explores five areas where barriers persist: permitting and planning, investment and market certainty, market integration, climate recognition and carbon accounting, and demand for biogases and co-products.
Alongside its policy recommendations, the leaflet showcases examples from across Europe, including digital permitting systems, support schemes for manure processing, biomethane purchase agreements, support for biogenic CO₂ capture, and measures promoting the use of renewable fuels in transport.
The publication highlights the importance of addressing these bottlenecks to support the development of biogas and biomethane across Europe.
