Joint Statement on Structural Barriers in FPR
16.02.2026This joint statement, prepared by 9 leading European associations in the fertilising products sector, outlines the structural barriers currently hindering innovation, circularity, and market access under the EU Fertilising Products Regulation (EU) 2019/1009. Drawing on technical evidence, market data, and stakeholder feedback, the document highlights how the current design of Component Material Categories (CMCs) in Annex II limits the inclusion of innovative, circular, and bio‑based materials. As the European Commission undertakes its evaluation of the FPR, the signatories call for a more flexible, criteria‑based approach that better aligns with EU objectives on sustainability, competitiveness, and harmonisation across the internal market.
