Delay of the ILUC Dossier by the Council until January 2015
The Council announced yesterday to the EP that it will postpone the transfer of its ILUC 1st reading to the European Parliament (EP). This means that the EP will not get the official Council position this month as it was planned, but rather in January. This would imply a delay of at least 2 months.
The Council justified the delay by explaining that it prefers the entire 2nd reading of ILUC to take place fully under the upcoming Latvian presidency (1st six months of 2015). Although, unofficial sources speculated that the Council did this because it judges that the EP is not ready. The Rapporteur (the EP responsible for ILUC) in ENVI, Nils Torvalds, wanted to close this issue as quick as possible. He was not pleased and accused the Council of “dragging its feet”, noting that the Council already agreed its own position last June and it still does not transmit the proposal to the EP.
